First point: it wouldn't be multiplicative rule, because there is no such rule. It's additive.
However, it isn't that simple. Double empower is better than twin when resistances are an issue, OR in cases when stacking the effect is an issue. The first does occur; the second is now probably unusual with spells you can empower. Twin is better with spells like disintegrate, or charm/dominate, when you want to force multiple saves.

WHY would you Twin/Extend? And, no, I wouldn't give both halves the extension.
Repeat does NOT add another round to the duration; it establishes a second copy of the spell that goes off the next round, on its own, as I recall the wording.
+100% IS correct; it's the x2 that is incorrect. Yes, the wording is sometimes less than clear, but every statement in the FAQ, errata, Sage posting, or article supports that the addition technique is ALWAYS correct, not the multiplication.
